A textured or finished ceiling doesn’t change the underlying requirement — you still need to find and mount into joists — but it can make the stud finder reading less obvious and the drilling slightly messier. Go slow, double-check with a small pilot hole before committing to the full-size mounting holes, and expect a bit of drywall dust and minor touch-up patching once the rack is up.
